You may want to work through the Academic Senate too on this. Not only is it unlikely that the
university can consult with anybody else but the staff union on layoffs, it is also illegal.
 I am referencing the Higher Education Employee-Employer Relations Act (HEERA) which says:

It shall be unlawful for the higher education employer to... Consult with any academic,
professional, or staff advisory group on any matter within the scope of representation for employees
who are represented by an exclusive representative... For the purposes of this subdivision, the term “academic” shall not be deemed to include the academic senates.

How Staff File Discrimination Complaints

This is how employees file complaints alleging they were either discriminated against or harassed on the basis of a protected status or they were retaliated against for raising a discrimination/harassment claim,
filing a discrimination/harassment complaint or participating in a discrimination/harassment investigation.

Article 25.1 of our union contract says, “The CSU prohibits discrimination on the basis of race, religion, ancestry, color, sex, sexual orientation, gender identity, age, physical disability, mental disability,
veteran status, marital status, pregnancy, medical condition and/or national origin.”

But this section of the contract is not grievable, Article 25.2 says, “An employee, who alleges
discrimination in violation of a CSU systemwide non-discrimination or anti-harassment policy, shall file
his/her complaint under the procedure described in Executive Order 928, or in any superseding
executive order, if applicable. An employee may, at any time, file a complaint regarding the same
incident with the Equal Employment Opportunity Commission and/or the Department of Fair
Employment and Housing.”
